On Pre-emptive War

"Were armies to be raised whenever a speck of war is visible on our horizon, we never should have been without them.  Our resources would have been exhausted on dangers which have never happened, instead of being reserved for what is really to take place."
Jefferson quote source: Sixth Annual Message. December 2, 1806.

On Standing Armies

"There shall be no standing army but in time of actual war."

Jefferson quote source: Draft Constitution for Virginia, 1776, IV Rights, Private and Public.

On Taxes

"That as the colonies possess a right of appropriating their gifts [taxes], so are they entitled at all times to enquire into their application, to see that they be not wasted among the venal and corrupt for the purpose of undermining the civil rights of the givers, nor yet be diverted to the support of standing armies."
